Identity and issuance
The exact instrument is identified by its OpenCSV asset_id,
not by the letters “USD.” Its genesis commits these terms and the issuer
public key. Issuance requires a proof of control of that genesis-bound
issuer key and a Bitcoin-ordered OpenCSV anchor.
Signal wallet policy
- Signal is an owner wallet, not an issuer console. It stores no issuer secret and exposes no asset creator, mint button, or mint FFI.
- Issuance happens only in a separate privileged issuer workflow. Signal may receive this instrument after its exact public manifest is admitted by the reviewed issuer registry.
- Signal presents one signet-only Test USD product, but keeps each underlying issuer's asset identity, terms, supply, and redemption claim distinct. A send uses one named issuer instrument and records it in the receipt.
- If no single issuer balance covers a send, version 1 rejects instead of silently combining different issuer claims.
- Legacy ticker-only or custom prototype assets remain recoverable and readable but cannot enter the trusted USD send flow.
- Bitcoin in Signal is restricted to OpenCSV protocol fees; it is not a general-purpose BTC send wallet.
Other issuers
A future Tether-issued OpenCSV instrument would have its own authenticated
issuer key, terms document, asset_id, supply, and redemption
promise. It could appear beneath the same USD wallet product only after an
exact registry entry is reviewed. This page does not claim such an instrument
exists or that Tether participates. Balances are never silently relabeled,
converted, or treated as the same protocol asset.
No production claim
This page documents developer test behavior. It is not an offer, payment promise, custodial account, representation of reserves, or guarantee of availability. This exact test-only manifest is enabled only in the signet Signal draft. Mainnet and regtest registries remain empty; mainnet issuance and broadcast remain disabled pending separate issuer authorization, security review, and owner approval.
